Issue Forum - Measure W Nevada County Ballot Proposition. Speakers:

Supporting: Don Bessee, Smart Approaches to Marijuana (SAM)

Opposing: Hezekiah Allen, California Growers Association (CGA)

This forum, to be held at 6:30pm on Thursday, May 19th in the Board of Supervisors Chamber at the Rood Center, will focus on the Measure W ballot proposition to be decided by Nevada City residents in the June 7th election.

The purpose of holding this forum is to provide an opportunity for undecided voters to learn about Measure W in order to make an informed decision. Measure W will read as follows on the ballot: "Shall an ordinance be adopted which (a) bans outdoor cultivation, commercial cultivation and other commercial cannabis activities, (b) limits indoor cultivation to 12 plants per parcel in residential and rural areas, (c) prohibits indoor marijuana cultivation in unpermitted structures and areas used or intended for human occupancy, and (d) allows marijuana cultivation only by qualified patients and primary caregivers and only for medicinal purposes?" The impacts of "yes" and "no" votes will be discussed by a representative of the measure's support and a representative from the measure's opposition, in a Q&A format. Speaking in support of the measure will be Don Bessee, Director, Smart Approaches to Marijuana. Speaking in opposition will be Hezekiah Allen, Executive Director of the California Growers Association. The forum will be moderated by MaryJane Huenergardt.

Transportation in Nevada County and Beyond. In alignment with a local matter of concern, the League of Women Voters of Western Nevada County has focused its early 2016 programs on housing and homelessness. To conclude the series, the April program will focus on transportation, a matter with an inherent impact on housing options.

Members and friends are invited to attend "Transportation in Nevada County and Beyond," which will take place Saturday, April 9th at Peace Lutheran Church in Grass Valley. The panel of experts will include Steven Castleberry, Director, Nevada County Public Works; Joanna Robinson, Development Director, Hospitality House; and Phil Carville, Project Developer.

Our monthly meetings are open to the public. Peace Lutheran Church is located at 828 West Main Street in Grass Valley. Program time is 10:00am. Complimentary coffee and refreshment service begins at 9:30am.

Special members-only meeting: 501(c)3 Tax Status Presentation. At the 2015 annual meeting, the LWVWNC board was directed by its membership to explore converting our tax status to a 501(c)3 non-profit organization. As part of that effort and to educate our members in the process and potential benefits, please join us for a special member's-only meeting and presentation by Tom Carson, a former Treasurer and Budget Chair for the LWVC. Tom is recognized by the LWVUS and LWVC as an expert on the subject, having conducted extensive research on the matter and helped many local League chapters in California make the conversion. Members who would like a complete overview can preview a manual that Tom has written on the subject (PDF, 831 KB). It is highly recommended that all members attend, as this will be the best opportunity to learn about the implications of becoming a 501c3 and its many benefits, as well as address questions or concerns to an expert on the matter.

Tom Carson

Tom has been active at all levels of League, most particularly in financial roles, and has worked with almost all local Leagues in California. He served as Treasurer of LWV California in 2011-13, following four years as its Budget Chair. Tom has also focused heavily on voter service, both in his own League and with LWVC.

Tom currently is president of his local League, Budget Chair (and soon to be Treasurer) for the LWV Los Angeles County ILO, and LWVUS and LWVC consultant for state and local Leagues interested in converting to tax status under Sec. 501(c)(3). He is also very proud of the fact that his wife is currently a member of the LWVUS Board of Directors and Chair of its Advocacy Committee.

Tom will review with us his experiences advising numerous state and local Leagues in converting to Sec. 501(c)(3). He will discuss how well this new tax status works with League organizations, and how this status can be of benefit to our League with almost no additional work. And he will describe his assistance to Leagues which do convert, outlining the relatively few steps in the process.

Housing and the Homeless in Nevada County and Beyond. This program is the second in a two-part series on housing issues. Members and friends of the League of Women Voters of Western Nevada County gathered at our January meeting to learn about the current, local housing situation. At our upcoming meeting, which will take place Saturday, February 13th at Peace Lutheran Church, a panel will discuss how our local housing situation impacts homelessness. End of Life Choices. Governor Jerry Brown recently signed into law the End of Life Option Act, legalizing physician-assisted suicide for terminally ill patients facing less than six months to live. The new law, representing the first successful attempt to pass such legislation after five previous attempts, remains controversial, with groups already seeking a referendum to overturn it in the November 2016 election.

In the November meeting of the League of Women Voters of Western Nevada County, we will host a panel focusing on such End of Life Choices. Speakers will include Carolyn Peterson, R.N., Executive Director, Hospice of the Foothills; Justin Harford, Disabilities Rights Advocate, FREED Center for Independent Living; and Pat Forman, Advance Care Planning Facilitator.
